A. Approval of the Agenda
Council approved the August 17, 2026, agenda as amended with the addition of Item D-6(d) – Mt. Calvary Baptist Church 5K special event.
B. Special Presentation
Mayor and Council heard a presentation from Sara Val Lear, DFI, on two proposals for the development of the Webbley house. The decision from Council to choose a developer was tabled. Council will invite both proposers to our next meeting, September 21st, 2026, for more explanation about their proposals.
C. Public Comment
There were 14 members of the public who signed up and spoke to the Mayor and Council about their various concerns.
D. Consent

2. Resolution that authorized the sale of the City of Shelby owned real property identified as parcel 17774 through the upset bid process: Resolution No. 54-2026
3. Resolution that authorized the sale of the City of Shelby owned real property identified as parcel 20597 through the upset bid process: Resolution No. 55-2026
4. Resolution that approved an application and accepted funds for the City of Shelby Police Department to the NC Governors Crime Commission for a law enforcement assistance grant: Resolution No. 56-2026
5. Resolution that accepted and approved of a proposed agreement with I3harris Technologies, Inc. for the Automatic Dependent Surveillance-Broadcast (ADS-B) Radio Site Lease Agreement for the Shelby-Cleveland County Regional Airport: Resolution No. 57-2026

Council approved all 7 consent agenda items.

G. New Business
Council unanimously approved Resolution No. 58-2026 to adopt the Traffic Calming Plan and the purchase and installation of the materials for the Traffic Calming Project on Crawford Street.
Council unanimously approved Ordinance No. 37-2026 and Resolution No. 59-2026 to adopt a budget ordinance and to authorize the execution of a Purchase and Sale Agreement for real property (parcel 27799) on South Morgan Street.
Council approved to fill two vacant seats on the Parks and Recreation Advisory Board and four vacant seats on the Zoning Board of Adjustment.
