Shelby City Council Recap / Summary of Regular Meeting – 06/18/12
Special Presentation
1) Mayor Anthony conducted a special recognition of the 2012 Shelby High Golden Lions Tennis Team and Coach Jackson Martin. The Golden Lions completed a 23-0 season and won the State Championship for the first time since 2003. Members of the tennis team and Coach Martin were present to receive congratulations from City Council.
2) David Cheatwood of Wells Fargo Securities provided a brief presentation on the process the City must follow to refinance $17.5 million utility debt. Anticipated savings to City utility customers in interest cost over the term of the debt is approximately $350,000.
3) Parks and Recreation Director Charlie Holtzclaw informed the City Council of the Tar Heel Leagues State Coach Pitch and Junior League State Baseball Tournaments. These tournaments will be held at the Shelby City Park Sports Complex next month. According to Mr. Holtzclaw these tournaments will have a big economic impact on the city. There will be over 40 games played and 24 teams attending the tournaments. It was noted that this tournament will easily fill up local hotels during that time period and have a positive economic impact on the community.
Public Hearings
> Denied approval of an ordinance amending the Unified Development Ordinance and zoning map of the City of Shelby, North Carolina and granting a Special Use Permit for 1425 Metcalf Road. City Council denied this ordinance because it was inconsistent with the Land Use plan and not in harmony with existing uses.
> Table an ordinance to amend the Unified Development Ordinance of the City of Shelby. City Council directed staff to revisit the ordinance to accommodate Council concerns. This ordinance would require that any vehicles parked in the front yard or side yard adjoining a street must be parked on an approved parking area. Approved parking areas are to be an all-weather surface made of gravel, asphalt or concrete. No more than 25% of a front yard may be used for parking. Boats, trailers and campers are not permitted to be parked in the front yard.
Under the Consent Agenda City Council
> Approved the Minutes of the Regular Meeting of June 4, 2012
> Approved of Special Event Permit Applications:
a. Central Methodist Worship/Cookout, requested date: July 1, 2012
b. Mount Calvary Baptist Church “Community Explosion”, requested date: July 14, 2012
c. Carolina Brotherhood Cycling, requested date: July 26, 2012
d. Cleveland Regional Medical Center Walk for Hope, requested date: September 15, 2012
> Approved a resolution adopting and approving a contract amendment with Republic Services of North Carolina, LLC (GDS) for the provision of curbside recycling services to agreed upon commercial and institutional customers of the City of Shelby. This will allow extension of the City’s curbside recycling to approximately 650 existing Commercial and Institutional customers in the city.
> Approved the cancellation of the Shelby City Council meeting scheduled for July 2, 2012. This meeting has been cancelled in observance of the City recognized holiday for Independence Day, July 4, 2012.
In Unfinished Business City Council
> Considered appointments to City advisory boards and commissions:
a. Parks and Recreation Advisory Board
Council re-appointed the incumbent members, Bee Strain, Bill Young, and Shanda Hoskins to terms concluding in 2015. Mr. Jim Taylor did not seek reappointment. Mr. Michael Shawn Collins was appointed to fill Mr. Taylor’s vacancy with term concluding in 2015.
> Approved the Fiscal Year 2012-2013 Annual Operating Budget for the City of Shelby:
a. Approved the Fiscal Year 2012-2013 Budget
b. Approved the Fiscal Year 2012-2013 Supplemental Budget
> Cleveland Mall Lift Station Replacement Project:
a. Approved the reimbursement resolution with regard to a loan from the North Carolina Revolving Emergency Loan Fund to complete the Cleveland Mall Lift Station Replacement Project. This allows the City to reimburse itself from loan proceeds for any costs incurred prior to receipt of financing.
b. Approved the resolution authorizing the filing of an application with the North Carolina Revolving Emergency Loan Fund to complete the Cleveland Mall Lift Station Replacement Project. Approval of this resolution does no commit the City to moving forward. It merely allows for the development of a financing package for later Council consideration.
In New Business City Council
> Approved an ordinance to update the City of Shelby Code of Ordinances Chapter 44: Article III Water Service Division 3.Backflow Prevention and Cross-Connection Control. Approval by City Council will bring the City into compliance with the “Rules of Governing Public Water Systems” as they specifically relate to backflow prevention and cross connection control.
