Shelby City Council Recap / Summary of Regular Meeting – 05/21/12


 


Special Presentation


 


>        North Carolina Local Government Debt Setoff Program presentation by Finance Director, Justin Merritt. The information was provided to Council so they become more familiar with the financial collection practices of the City specific to customers who leave owing past due utility charges.


 


 


Under the Consent Agenda City Council


 


>        Approved the Minutes of the Regular Meeting of April 30, 2012


 


>        Approved the Minutes of the Special Meeting of May 3, 2012


 


>        Approved the Minutes of the Special Meeting of May 7, 2012


 


>        Approved resolution fixing a date of public hearing on the question of voluntary annexation of a non-contiguous area upon petition by M and B Associates I, LLC pursuant to NCGS 160A-58.1. The Public Hearing is set for June 4, 2012 at which time Council will hear appropriate public comment.


 


>        Adopted an ordinance concurring with the North Carolina Department of Transportation for speed limit revision on NC 226 (Earl Road) inside the corporate limits of Shelby, North Carolina (to 35 mph from 45 mph) from the intersection with US Hwy 74 to approximately County Home Road.


 


 


In Unfinished Business City Council


1)      Considered appointments to City advisory boards and commissions:


 


a.       Planning and Zoning Board


 


Re-appointed the inside the city incumbent members of this board to 3 years terms ending June 30, 2015.  They include Marlene Peeler, Rick Washburn and Mark Carter.  Recommended re-appointment of two ETJ members for 3 year terms, Bob Cabiness and Roy Dedmon, to the Cleveland County Board of Commissioners. 


 


 


 


 


 


In New Business City Council


 


>        Adopted a resolution revising the City of Shelby Customer Services Policy Manual to implement the following changes.


o   Increase the deposit for utility customers unwilling to provide their social security number when new service is requested.


o   Allow one water billing adjustment during a 3 year period for water charges in the event a customer experiences a leak that is no fault of their own.


o   Prohibit bill payment extensions for customer first bills.


o   Add a $1.00 bill reprint charge.


o   Amend the deposit schedule allowing for a deposit for sewer only customers to be charged.


 


>        Adopted a resolution adopting a format for issuing right-of-way encroachment agreements within City maintained rights-of-way and easements


 


>        Adopted an ordinance amending Chapter 16, Article III. (Nuisances) of the City of Shelby Code of Ordinances prohibiting the accumulation of various items within open carports and porches.
