Planning & Development Services is made up of four departments: Planning & Zoning, Building Inspections, Code Enforcement, and Keep Shelby Beautiful. Each department handles a wide variety of long-range and day-to-day tasks. 

Planning & Zoning

Planning & Zoning handles a wide variety of long-range and day-to-day growth management, land use, zoning, and development review functions. 

Responsibilities include:
  • Coordinating the zoning permit and subdivision/site plan review process
  • Administering the Unified Development Ordinance and various adopted plans
  • Providing support to the Planning & Zoning Board, Zoning Board of Adjustment, City Council and various council appointed committees regarding planning related issues
  • Preparing a variety of plans and analysis tools to assist the City with planning initiatives

Buildings Inspections

Building Inspections reviews plans, issues building permits, and provides inspections for the City and the ETJ. Minimum Housing Enforcement is also a responsibility within the City. Building permits are needed for the following:

  • New construction
  • Additions
  • Alterations
  • Repairs
  • Signs
  • Electrical work
  • Mechanical work
  • Plumbing work
  • Gas work

Code Enforcement

Code Enforcement enforces the City of Shelby Code of Ordinance. Common nuisances code enforcement officers look for are:

  • High grass, weeds, undergrowth/vegetation
  • Junk/inoperative vehicles
  • Accumulation of trash, furniture, and/or non-building material item
  • Rodent or insect infestation or unsanitary, hazardous, and dangerous conditions
  • Overgrown, littered vacant lots
  • Accumulation of animal or vegetable matter, solid wastes, or stagnant water
  • Vacant, open, abandoned and/or dilapidated buildings/structures
  • Broken window glass
  • Numerous other deficiencies which render properties substandard, or unsafe to its occupants or the general public

Keep Shelby Beautiful

Keep Shelby Beautiful (KSB) works with volunteers, schools, civic clubs, local businesses, and City staff to educate the Shelby community on programs for litter prevention, recycling, and beautification. KSB empowers individuals to take responsibility for improving the quality of life in the community by the use of education, technology, local ordinances, and effective enforcement to "KEEP SHELBY BEAUTIFUL"!
