The Pretreatment Coordinator / Laboratory Supervisor is responsible for planning, implementing, supervising, and participating in wastewater sampling and overseeing chemical and bacteriological tests; issuing and enforcing industrial pretreatment permits; preparing and maintaining files, reports and records; reviewing and analyzing results; overseeing quality control and quality assurance program to ensure lab data is valid and accurate; assisting in the recruitment, selection and supervision of staff; calibrating, maintaining, and repairing laboratory equipment; coordinating sampling and analyses schedules with WWTP, WTP, and Pretreatment customers; issuing and enforcing industrial pretreatment permits; receiving and reviewing applications, spill plans, monthly reports, inspections, sampling collection, and reports of sampling results to industries; issuing notices of violations and enforcement actions; preparing and submitting reports related to the National Pollutant Discharge Elimination System (NPDES) permit for Pretreatment Programs; conducting surveys and analyses; managing the Fats, Oils, and Grease (FOG) Program; developing and maintaining budget; keeping permits for industries; assisting with management of the Backflow Program; reviews State issued permits; and serving as lead with respect to the Environmental Management System (EMS) requirements.
To Compete in the Selection Process:
Qualified applicant will possess a Bachelor's degree with coursework in chemistry, or related field and moderate experience in laboratory wastewater analysis and pretreatment, or equivalent combination of education and experience. Must have a thorough knowledge of chemical principles, terminology, techniques, equipment, and laboratory tests pertaining to analysis of wastewater samples; processes and treatment stages involved in water and wastewater treatment; principles and requirements of State and Federal pretreatment program directives; laboratory techniques, materials and equipment; personal computers; ability to use laboratory and related equipment; ability to plan work load to meet time requirements; ability to maintain records and prepare clear and concise technical reports; and ability to establish and maintain effective working relationships.SPECIAL REQUIREMENTS: Valid NC Driver’s License and the ability to obtain a Grade I Biological Wastewater Treatment Operator certificate within 18 months of hire. Possession or ability to obtain NC Laboratory Analyst Certification and/or Pretreatment Certification preferred.
